Defines "noncompliant state agency" as one that fails to execute contracts with not-for-profit organizations within required time frames for six of the last twelve months.

Requires noncompliant agencies to submit monthly reports to the state comptroller describing unsubmitted renewal contracts, reasons for delays, corrective steps, and estimated execution dates, with copies sent to contracting not-for-profit organizations and posted publicly.

Mandates noncompliant agencies to submit a comprehensive compliance report to the comptroller and legislative leaders within six months detailing efforts to revise policies, remove bottlenecks, retrain staff, and reform procurement processes, with updates every six months thereafter.

Modifies "written directive" definition to require state agencies to include payment schedules in directives, and establishes that late payments under the schedule are subject to interest.

Takes effect immediately upon enactment.
