Expands General Municipal Law Section 6-d to explicitly include boards of cooperative educational services (BOCES) in repair reserve fund provisions previously limited to municipal corporations, school districts, district corporations, and improvement districts.

Adds Education Law Section 1950(4)(l) requiring BOCES that establish capital repair reserve funds to notify component districts within 10 days of emergency repairs completed and provide annual reports by December 31st detailing repairs made, funds expended, and remaining fund balance.

Allows repair reserve fund moneys to be appropriated by BOCES to capital repair reserve funds, matching provisions already available to other eligible entities for capital improvements and equipment repairs.

Maintains existing requirements that repair reserve fund expenditures require two-thirds governing board approval, public hearing notice, and repayment timelines for emergency appropriations.
