Adds reservists to New York Civil Service Law Section 85 to receive two and one-half points additional credit in competitive civil service examinations for both original appointment and promotion.

Defines "reservist" as a member of U.S. armed forces reserve components who is currently serving or was honorably discharged, is a U.S. citizen or lawfully admitted permanent resident, and is a New York state resident at time of application.

Reservists may apply for additional credit anytime between their examination application date and eligible list establishment, with a minimum two-month period to provide documentary proof of eligibility.

Prohibits reservists from receiving additional credit more than once after being appointed or promoted using veteran/reservist credits, and voids any appointment if the reservist previously received additional credits from another examination.

Requires state and municipal civil service departments to maintain rosters of all reservists appointed or promoted as a result of additional credits granted under this section.
