Adds three new sections to New York Penal Law creating the crimes of reckless endangerment of an emergency service person in the first and second degrees.

Defines "emergency service person" to include firefighters, police officers, peace officers, emergency services professionals, code enforcement officers, fire inspection personnel, and building inspectors.

Makes it a class E felony to alter, convert, enclose, subdivide, or partition a building without a required permit in violation of fire prevention and building codes in a manner that impedes egress during fire or emergency evacuation and results in injury to an emergency service person.

Makes it a class D felony if the conduct results in death of an emergency service person or if the person has a prior conviction for this offense within the last ten years.

Takes effect November 1 following the date the bill becomes law.
