Defines "veteran" as any person who served in the U.S. military (Army, Navy, Air Force, Marines, Coast Guard, reserves) or New York Guard/Naval Militia with an honorable or general discharge, or other discharge types if the person has a qualifying condition or is a discharged LGBT veteran.

Requires State University of New York and City University of New York institutions to grant full-time undergraduate veterans in good standing academic credit without limitation for military training and service courses that meet institutional standards.

Prohibits charging fees, tuition, or other charges to veterans who qualify for military service credit.

Requires each institution's board of trustees to adopt procedures necessary to implement these credit-granting provisions.

Takes effect July 1 following enactment, or on the same date as Part PP of Chapter 56 of the Laws of 2022 if that provision has not yet taken effect.
