Allows U.S. citizens currently residing outside the United States to vote in federal elections if their last domicile was in New York State.

Eligible voters may cast ballots from their last New York domicile in primary, special, and general elections for president, vice-president, U.S. senator, U.S. representative, and national convention delegates.

Requires eligible voters to have met all voting qualifications at the time of departure from the United States, except for minimum voting age requirements.

Prohibits eligible voters from maintaining a place of abode or domicile, being registered to vote, or voting in any other state or U.S. territory or possession.

Requires eligible voters to possess a valid U.S. passport or identity card issued by the secretary of state.
