Requires the commissioner of agriculture and markets to establish licensing and educational standards for individuals providing basic obedience courses to non-service and non-police dogs and their owners.

Exempts dogs that fall under specific subdivisions of section 108 of the agriculture and markets law, including service dogs and police dogs.

Prohibits individuals convicted of animal cruelty violations (penal law sections 351, 353, 353-a, or 355) from obtaining a license to provide obedience training services.

Requires licensed obedience trainers to maintain practices and facilities in accordance with animal control provisions and subjects them to enforcement by constables, police officers, dog control officers, animal control officers, and humane society agents.

Takes effect immediately upon enactment.
