Establishes the University at Buffalo Institute for African American Studies under the jurisdiction of the State University of New York, to be administered as a program per SUNY trustees policies.

Mandates the institute provide an educational setting for interdisciplinary scholarship on peoples of American and African descent and their relations to each other.

Requires the institute to address contemporary issues affecting African Americans, conduct regional studies on public policy, and sponsor lectures, conferences, workshops and publications on African American issues.

Appropriates $100,000 from the state general fund to support the institute, payable on audit and warrant of the comptroller.

Requires the institute to submit annual reports on its operations and accomplishments to the SUNY chancellor, UB president, budget director, and relevant legislative committees.
