Increases the monetary jurisdiction limit for justice courts from $3,000 to $5,000 for money actions and recovery of chattels.

Redefines "small claim" under the Uniform Justice Court Act to mean any cause of action for money not exceeding $5,000 (previously $3,000), exclusive of interest and costs.

Increases small claims filing fees from $10 to $15 for claims of $1,000 or less and from $15 to $20 for claims exceeding $1,000.

Removes prior language limiting city courts governed by the Act to monetary jurisdictions below $3,000.

Takes effect on January 1 following enactment and applies to actions or proceedings filed on or after that date.
