Establishes a three-year moratorium on state laws that impose unfunded mandates on local governments and school districts, defining unfunded mandates as those with net additional costs exceeding $10,000 for a single government or $1 million statewide.

Requires all bills affecting political subdivisions to contain detailed fiscal impact notes clearly identifying the funding source for estimated annual costs, with omission of funding source information invalidating the bill.

Creates an 11-member Mandate Relief Council chaired by the Secretary to the Governor with authority to review, eliminate, or reform mandates on local governments and refer regulatory or statutory changes to the governor.

Exempts from the moratorium laws required by court order, federal mandate, home rule requests, those protecting public health/safety, or those imposed equally on government and non-government entities.

Council expires January 1, 2027; council members include gubernatorial appointees, legislative leaders' designees, and state officials, with six members constituting a quorum.
