Establishes a Local Government Capital Improvement Grant Program administered by the Secretary of State for municipalities with populations under 7,500.

Provides matching grants to cover costs of non-transportation capital improvement projects on municipally-owned property costing at least $100,000 and exceeding 10% of the municipality's total expenditures.

Caps individual grant awards at $250,000 cumulative per municipality and requires applicants to provide matching funds equal to at least 50% of the total project cost.

Requires the Department of State to review applications within one week, notify applicants of missing information within one business day, and allow amendments to incomplete applications by the deadline.

Appropriates $5,000,000 from the state general fund to the Department of State for the grant program, effective immediately.
