Amends section 14 of article 3 of the New York State Constitution to require a two-thirds majority vote in both chambers of the legislature to pass bills providing non-recurring revenue to the state or any political subdivision.

Maintains existing requirement that bills must be printed and on members' desks for at least three calendar legislative days before final passage, with exceptions for governor-certified emergency measures.

Preserves the current majority vote requirement for all other legislation not involving non-recurring revenue provisions.

Requires the proposed amendment to be referred to the first regular legislative session after the next general election and published for three months prior to that election, in accordance with constitutional procedures for amendments.
