Establishes ten regional industrial development agencies, one for each geographic region of New York State, replacing the former system of municipal agencies.

Each regional agency shall consist of fifteen members appointed by county governing bodies in proportion to population, with each county entitled to at least one representative.

Consolidates all existing municipal industrial development agencies into their corresponding regional entity.

Authorizes regional agencies to finance projects located within or outside their region with prior consent from affected municipalities and the corresponding regional agency.

Repeals sections 861, 882, and Title 2 of Article 18-A of the General Municipal Law, eliminating former provisions governing municipal industrial development agencies.
