Establishes a streamlined permitting process allowing public agencies, nonprofits, and private organizations to submit a single application to local zoning boards of appeals instead of multiple applications for low or moderate income housing developments.

Requires local zoning boards to hold public hearings within thirty days and approve applications unless written findings demonstrate specific adverse impacts on public health and safety that cannot be mitigated, with decisions required within forty days.

Creates a state zoning board of appeals within the Division of Housing and Community Renewal consisting of three members to hear appeals of denials or conditions that make housing development uneconomic.

Restricts the streamlined process in municipalities already exceeding 15% income-restricted housing units (or 15% in NYC community boards) and in NYC areas with median income at or below area median income.

Requires the Division to study alignment of the low income housing tax credit qualified allocation plan with the new permitting process and submit findings to the governor and legislature within one year of enactment.
