Allows registered specialist assistants to prescribe controlled substances as practitioners under Article 33 of the Public Health Law when acting within their lawful scope of practice and assigned authority by their supervising physician.

Limits prescribing authority to patients under the care of the supervising physician responsible for the specialist assistant's supervision.

Requires the Department of Health commissioner, in consultation with the Department of Education commissioner, to promulgate regulations necessary to implement this provision.

Takes effect 180 days after the bill becomes law, with authority granted to adopt necessary rules and regulations immediately upon enactment.
