Amends Election Law Section 8-600 to require the county seat in Seneca county to have at least one polling place designated for early voting.

Adds Seneca county's county seat to the existing requirement that already applies to the largest city in each county (or highest population municipality if no city exists) and Washington county's county seat.

Requires that early voting polling places be situated along public transportation routes in cities or municipalities that have such routes, to the extent practicable.

Takes effect immediately upon enactment.
