Grants three continuing education credit hours per biennial period to insurance producers for active membership in a statewide professional insurance producer association

Defines a qualifying association as one existing for at least ten years with members holding insurance producer licenses, dedicated to promoting integrity, professionalism, and ethical business practices

Requires qualifying associations to publish a professional journal at least four times annually and issue or distribute at least six guidance statements or policy memoranda on professional practice, ethics, or substantive issues per biennial period

Defines "active membership" as having dues paid in full, reading the association's code of ethics, and attending at least one association-sponsored course or seminar annually during the biennial period

Requires professional insurance producer associations to file annually with the superintendent by January 31st a list of members in good standing and the current code of ethics
