Allows voters registered outside New York City to vote at any polling place within their county, and allows voters registered within New York City to vote at any polling place in the city.

Requires all polling places to be equipped with on-demand ballot printers for voters whose election district ballots are not available in pre-printed format, with ballot printers to be maintained and serviced before each election.

Mandates the state board of elections promulgate regulations ensuring ballots are marked to identify relevant election districts for quick sorting, while prohibiting boards from reducing polling places below existing requirements and requiring each election district to have a designated polling place with preprinted ballots.

Extends early voting eligibility to allow voters registered outside New York City to vote at any early voting location in their county, and voters registered in New York City to vote at any early voting location in the city.

Requires voter registration notices to inform registrants of all polling places where they may vote, including the location of their election district's designated polling place where preprinted ballots are available, and mandates all polling places be physically accessible.

Takes effect January 1, 2024.
