President of the state civil service commission must conduct a comprehensive study on job vacancies within state agencies to identify which agencies are understaffed.

Study shall examine the number of budgeted full-time and part-time positions in each agency, how many positions remain vacant, and the duration of those vacancies.

Study must include recommendations on whether the state should take additional action to market or inform the public of state job opportunities, with specific proposed actions if applicable.

President may request and utilize resources and data from other state departments, divisions, boards, bureaus, commissions, agencies, or public authorities as reasonably necessary.

Results must be reported within one year of the act's effective date and made publicly available on the New York state department of civil service website, with delivery to the governor, temporary president of the senate, and speaker of the assembly.
