Establishes a "volunteer firefighter training fund" in the joint custody of the state comptroller and commissioner of taxation and finance under State Finance Law Section 99-qq

Authorizes fire department chief officers of municipal corporations and fire districts to apply for funds from the training fund for payments made under General Municipal Law Section 72-g

Fund consists of revenues from contributions, donations, and appropriations transferred from other sources, with moneys expended following legislative appropriation and comptroller approval

Appropriates $1,000,000 from the state treasury general fund to the volunteer firefighter training fund for carrying out the act's provisions

Takes effect 180 days after becoming law
