Creates a new "shared renewable energy facility" program allowing multiple subscribers to benefit from a single renewable energy installation (solar, wind, fuel cells, micro-hydro, or farm waste equipment) with capacity not exceeding 2,000 kilowatts.

Requires shared renewable energy facilities to have at least two subscribers within the same electric corporation's service territory and load zone, with each subscriber receiving bill credits based on their proportional share of electricity generation.

Establishes subscriber organization requirements including annual reporting to the Public Service Commission, filing articles with the Department of State, and entering into written subscriber agreements identifying each participant and their allocated production portion.

Prohibits electric corporations from assessing standby charges, backup charges, demand charges, or other fees on shared renewable energy facilities with capacity not exceeding 2,000 kilowatts, as determined through a stakeholder process.

Requires electric corporations to develop model contracts and file schedules within three months establishing rates, terms, and interconnection standards for shared renewable energy facilities, with commission approval required within three months of filing.
