Establishes a reproductive health services training and education grant program administered by the Department of Health commissioner to train eligible healthcare providers in abortion and related reproductive health services.

Defines eligible participants as physicians, nurse practitioners, midwives, physician assistants, interns, and residents for whom abortion care is within their scope of practice.

Authorizes grants to community-based organizations and continuing education programs that meet professionally recognized training standards, comply with state law, and provide culturally congruent care and implicit bias training.

Grants may be used for administration, faculty recruitment and development, start-up costs, and teaching costs for reproductive health care services.

Requires the commissioner to submit annual reports to the governor and legislature beginning December 31, 2024, detailing grant amounts, number of participants and providers, and regional distribution, while protecting participant identifying information.
