Establishes a nine-member task force appointed by the Governor with Senate consent to review Department of Corrections policies regarding treatment and housing of transgender, gender nonconforming, non-binary, and intersex individuals in custody.

Task force membership includes one formerly incarcerated individual, one formerly or currently incarcerated individual from a transgender housing unit, representatives from service providers and advocacy organizations, licensed mental health and medical professionals, an attorney, a former correction officer, and a discharged LGBT veteran.

Members receive $400 per day compensation, cannot hold other salaried public positions, and must meet at least quarterly with access to all state and local correctional facilities, records, and the authority to subpoena witnesses and documents.

Task force must submit initial report within one year and annually thereafter with recommendations and findings to the Department, Governor, Senate Temporary President, and Assembly Speaker; the Department must respond within ninety days.

All reports must be posted on the Department's website in searchable, downloadable, and printable format within ten days of submission.
