Requires municipal and health agencies to provide a 120-day warning period before issuing monetary fines for violations at facilities owned or operated by congressionally chartered veterans' groups.

Allows veterans' organizations to cure violations during the 120-day period and request written extensions with proof of attempted remediation.

Exempts imminent life-threatening building code or health code violations requiring emergency facility closure from the warning period requirement.

Does not apply to violations of the alcoholic beverage control law.

Defines "congressionally chartered veterans' group" as any veterans' organization chartered by the United States Congress under title 36 of the United States code.
