Requires the New York Department of Labor commissioner to convene a 12-member human services employee wage board comprising 3 employees, 3 providers, 3 provider coalition representatives, and 3 public members appointed by the commissioner.

Mandates the wage board hold its first hearing by March 1, 2023, and conduct at least three public hearings within 45 days of appointment with Spanish language interpretation and accessibility accommodations for all materials and testimony.

Directs the wage board to investigate pay disparities between human services workers and government/private sector employees, considering poverty guidelines, cost of living, benefits, and other factors to recommend adequate and equitable wages.

Requires the wage board to submit a report with recommendations to the governor and legislature by December 31, 2023, which must be approved by a majority vote and published on the Department of Labor website.

Authorizes the wage board to conduct public hearings, subpoena witnesses and documents, take depositions, and consult with state agencies including departments of health, mental health, addiction services, developmental disabilities, and temporary and disability assistance.
