Prohibits election commissioners and deputy election commissioners from holding any public office, except for commissioner of deeds, notary public, member of a community board in New York City, or trustee/officer of a school district outside a city.

Removes previous exceptions that allowed election commissioners to hold village officer, city or town justice positions.

Prohibits election commissioners and deputy election commissioners from being the chair of the respective county Democratic or Republican Party or committee.

Grandfathers current election commissioners and deputy election commissioners from the new restriction on holding party chair positions.

Requires election commissioners and deputy election commissioners to resign before becoming candidates for any elective office they would be prohibited from holding under these rules.
