Requires the state division of housing and community renewal to establish and maintain a publicly accessible database of complete rental histories for all rent-stabilized housing accommodations in cities with populations exceeding one million by December 31, 2024.

Database shall contain rental history information only and explicitly exclude any information identifying tenants, owners, lessors, or subtenants.

Applies to housing accommodations registered with the state division of housing and community renewal under the emergency tenant protection act of 1974 and the New York City rent stabilization law of 1969.

Requires the commissioner of housing and community renewal to promulgate rules and regulations for database implementation, with public hearings mandatory before adoption.
