Amends Education Law Section 912 to explicitly include physical therapists and occupational therapists in the list of health and welfare services that school districts must provide to resident children attending nonpublic schools.

Creates new Education Law Section 3039 requiring school districts and boards of cooperative educational services to categorize and pay physical therapists and occupational therapists according to the department's career ladder pathway framework.

Mandates that school districts and boards of cooperative educational services offer physical therapists and occupational therapists school leadership opportunities developed collaboratively to support professional learning, support, and career advancement.

Applies to physical therapists licensed under Education Law Article 136 and occupational therapists licensed under Education Law Article 156.

Takes effect July 1 following the date the bill becomes law.
