Establishes COVID heroes grant program providing a $2,500 lump sum differential to essential employees at state university of New York hospitals who worked in-person during the COVID-19 state disaster emergency declared by executive order 202 of 2020.

Defines "essential employee" as any employee providing in-person essential services or functions during the COVID-19 emergency and designated as essential pursuant to executive order 202 of 2020 or applicable law, rule, or regulation.

Makes the $2,500 differential payable in addition to basic annual salary and does not affect performance advancement payments, performance awards, longevity payments, or other existing benefits.

Includes the COVID heroes grant differential as compensation for retirement purposes.

Takes effect immediately upon enactment.
