Amends Education Law Section 679-c to expand the Senator Patricia K. McGee nursing faculty scholarship program to cover the "total cost" of attendance rather than only tuition for master's and doctoral degree nursing programs at SUNY

Changes scholarship calculation from separate components (tuition, mandatory fees, and non-tuition costs of attendance) to a single total cost of attendance measure aligned with federal Title IV financial aid purposes

Removes provisions that reduced scholarship awards by subtracting other scholarships, grants, and educational benefits received by recipients, except for institution-provided scholarships specifically designed to cover the difference between state awards and actual costs

Takes effect immediately upon enactment
