Establishes the Empire State Professional Nursing Scholarship Program to provide up to $15,000 per year to nursing students who agree to practice in designated shortage areas or teach nursing students in New York State.

Scholarship recipients must be New York State residents attending approved nursing programs and commit to at least 18 months of nursing practice or three semesters of nursing faculty service for each annual award received.

Recipients working in designated shortage areas must provide at least 30 hours per week of direct patient care at facilities serving Medicare beneficiaries, Medicaid-eligible individuals, state-sponsored health insurance recipients, or uninsured individuals.

Authorizes the Commissioner of Education to make competitive grants up to $250,000 to colleges and universities to establish or expand nursing training programs, including clinical nurse specialists and nurse educator positions at community-based sites.

Creates an 11-member advisory committee on nursing education, appointed by the Council chairperson, to include representatives from higher education institutions and registered professional nurses with minority representation.
