Defines "homeless sex offender" as a person required to register as a sex offender without a registerable residence, but excludes those maintaining a valid postal box for mail delivery.

Creates the position of "sex offender registration officer" designated by counties to collect location information on homeless sex offenders, share data with law enforcement and other registration officers, and provide notifications on behalf of the division.

Requires homeless sex offenders to report to their county's sex offender registration officer every ten calendar days with current location information, including shelters or emergency housing where they are staying.

Establishes that sex offender registry entries for homeless offenders must identify which county's registration officer is collecting location information for that individual.

Sets criminal penalties of Class A misdemeanor for first offense and Class E felony for subsequent offenses if homeless sex offenders fail to report as required; takes effect 90 days after enactment.
