Allows competing physicians and dentists to collectively negotiate with health benefit plans on contract terms including reimbursement methodology, administrative procedures, quality assurance programs, and utilization review procedures, while prohibiting boycotts and negotiations regarding non-physician provider exclusions.

Establishes an independent review panel consisting of the Attorney General, Commissioner of Health, and Commissioner of Labor to approve collective negotiations, review proposed contracts within 60 days, and ensure competitive benefits outweigh anticompetitive effects.

Requires authorized third parties representing physicians to register with the review panel, provide written notice before negotiations begin, submit negotiation details for approval, and maintain confidentiality of documents; limits representation to 30 percent of practicing physicians in a geographic area unless panel approves otherwise.

Prohibits collective cessation or reduction of health care services by physicians and dentists, and establishes that the law does not affect existing collective bargaining rights under federal or state labor laws.

Implements a registration fee system for authorized third parties set by the review panel to cover regulatory costs, with annual adjustments and reporting to the Office of Management and Budget; takes effect 180 days after enactment.
