Establishes a Clean and Resilient Energy Program requiring projects to provide uninterrupted electric service during extended outages (24+ hours) at community continuity assets or microgrids.

Requires projects to either generate electricity without greenhouse gases, achieve 55% efficiency through non-combustion processes, or achieve 70% efficiency while reducing nitrogen oxides by 50% compared to regional emission factors.

Directs the Public Service Commission to allocate at least 5% of annual Clean Energy Fund expenditures to the program starting in 2024 through 2028, administered by the New York State Energy Research and Development Authority.

Requires the New York State Public Authorities to allocate at least $15 million annually for the program from 2024 through 2028 using competitive procurements, standing-offers, or production incentives.

Mandates annual reports on program achievements and effectiveness from both administering agencies.
