Establishes a Supply Chain Transparency Assistance Program to be developed and implemented by the department within one year of the effective date.

Provides technical assistance to small, medium-sized, minority-owned, and women-owned businesses to develop and implement supply chain standards for transparency, traceability, ethical labor practices, and environmental sustainability.

Assists eligible businesses with compliance with supply chain regulations, procurement standards, and contracting requirements.

Helps participating businesses identify funding streams and financial resources, conduct market analysis for new opportunities, and develop marketing strategies to gain competitive advantage.

Conducts outreach to promote program awareness among eligible businesses, business organizations, and regional and local economic development agencies.
