Amends the definition of "floor area" in the Multiple Dwelling Law to count spaces with higher ceilings multiple times based on height thresholds (2x for 12-24 feet, 3x for 24-36 feet, 4x for 36-48 feet, 5x for over 48 feet).

Exempts ground floor spaces from the multiplier effect up to 20 feet in height, which are counted only once regardless of ceiling height.

Requires mechanical equipment space to be counted as floor area only when it exceeds 5 percent of the total gross horizontal area of the dwelling.

Includes open areas located under buildings (when viewed from above) in floor area calculations, applying the same height-based multipliers as interior spaces.

Excludes from floor area calculations: cellars, low attics (under 8 feet), certain rooftop structures, exterior terraces and balconies beyond exterior walls, and off-street parking or storage spaces.
