Amends the Social Services Law to expand the definition of "adult care facilities" by removing capacity and resident composition requirements that previously applied to adult homes and enriched housing programs.

Eliminates the requirement that adult care facilities have at least 80 licensed beds and that at least 25 percent of residents have serious mental illness as defined in Mental Hygiene Law.

Removes the exclusion that prevented facilities operating 55 percent or more of their licensed capacity as assisted living program beds from being classified as adult care facilities.

Takes effect 60 days after becoming law.
