Allows deputy sheriffs-civil employed in Monroe County to retire after 25 years of credited service without regard to age, with a pension of 1/50th of final average salary per year of service (capped at 50% of final average salary).

Requires Monroe County to adopt a resolution by December 31, 2024 to extend these benefits to eligible deputy sheriffs-civil, with past service costs payable over either a 5-year or 10-year period.

Permits members currently covered under Article 14 of the retirement law to make an irrevocable election by December 31, 2024 (or within one year of hire) to forfeit Article 14 benefits in favor of the 25-year retirement plan.

Designates the sheriff to certify the identity of eligible deputy sheriffs-civil to the state comptroller.

Specifies that all past service costs associated with implementing the law shall be borne by Monroe County, with estimated one-time cost of approximately $147,000 and annual increases of approximately $24,000.
