Mandates court review consider circumstances of arrest, prior violent offenses, and risk to the victim if the defendant is released.

Requires judicial appearance within 12 hours of arrest with a maximum 12-hour holding period under this provision.

Applies to violations of orders of protection issued under New York statute and orders from other states, territories, or tribal jurisdictions.

Titled the "Isol Cotto Act" and takes effect immediately upon enactment.
