Establishes annual state aid payments to municipal corporations and special districts in Cayuga, Seneca, and Wayne counties that contain state-owned lands within the northern Montezuma wildlife management area under the Department of Environmental Conservation's jurisdiction.

Calculates state aid equal to the property taxes that would have been imposed by applying the current tax rate to the assessed value of the land (excluding improvements) based on the 2003 town assessment roll, adjusted for changes in assessment levels.

Requires the county treasurer to apply for state aid on behalf of tax districts using a form prescribed by the state comptroller containing required information.

Takes effect immediately with the first state aid payment based on assessment rolls completed in 2023.
