Establishes the "veterans' memorials preservation act" to protect veterans' memorials in New York State.

Defines a memorial as any park, monument, field, building, structure, artwork, tablet, plaque, or other structure donated to or constructed by a public entity as a memorial to veterans of wars, conflicts, or police actions involving U.S. armed forces, state forces, or the New York National Guard.

Prohibits public entities from altering, destroying, reconfiguring, moving, or modifying veterans' memorials, except when reasonably necessary.

Requires public entities that have created or accepted a memorial to maintain it in a reasonable manner and keep it open to the public, with access restrictions only when reasonably necessary.

Takes effect immediately upon enactment.
