Proposes an amendment to Article 13 of the New York Constitution to add a new section 15 establishing that public office is a public trust and the people have the right to protect against its abuse.

Requires each branch of state government and each political subdivision to adopt a code of ethics applicable to appointed and elected officers, employees with policy influence, and members of boards and commissions.

Mandates each code of ethics be administered by a separate ethics commission with commissioners selected to assure their independence and impartiality.

Requires codes of ethics to include provisions on gifts, confidential information, use of position, government contracts, post-employment conduct, financial disclosure, conflict of interest, and lobbyist registration and restriction.

Establishes financial disclosure requirements for all elected officers, candidates for office, and designated appointed officers and employees, including sources of income, business ownership, real property, debts, and names of persons represented before government agencies.
