Establishes a 90-day deadline for the Public Service Commission to complete investigations and issue determinations on petitions filed by customers, regulated entities, or government officials regarding utility service violations, rates, or service adequacy.

Reduces the deadline to 30 days for petitions alleging emergencies or threats to health and safety, and requires 10 business days to commence hearings if requested, with final determination within 30 days of the hearing's conclusion.

Requires the Commission to submit written explanations to petitioners if unable to meet the statutory timeframes, and allows petitioners to commence legal proceedings for non-compliance under CPLR Article 78, with prevailing petitioners entitled to attorney's fees and court costs.

Mandates annual reporting to the Governor and legislature by February 15th detailing total petitions filed, their disposition by utility and subject matter, and the percentage resolved within statutory timeframes.

Requires the Commission to resolve all pending petitions filed before this act's effective date within 180 days and report on the outcomes to state leadership.
