Establishes a new addiction counseling program to be administered at state correctional facilities through the Department of Corrections and the Office of Alcoholism and Substance Abuse Services.

Requires medical screening of incarcerated individuals to identify those suffering from substance use disorders and offers eligible individuals voluntary placement in addiction counseling programs.

Requires participating individuals to work with authorized specialists to develop individualized treatment plans tailored to appropriate counseling levels.

Directs the Commissioner to establish standards and guidelines for equivalent addiction counseling programs in county jails and county correctional facilities.

Takes effect immediately upon enactment.
