Amends Article 5, Section 1 of the New York State Constitution to allow special elections to fill vacancies in the offices of comptroller and attorney general that occur during a term.

Removes the current constitutional requirement that comptroller and attorney general elections can only be held at the same time as gubernatorial elections.

Requires the legislature to provide procedures for conducting special elections when vacancies arise in either the comptroller or attorney general office.

Constitutional amendment must be referred to the first regular legislative session following the next general assembly election and published for 3 months before that election.
