Removes the requirement that armed forces members must have served "in time of war" to qualify for veterans' preference points in civil service examinations.

Maintains five points additional credit for honorably discharged veterans on original appointment exams and 2.5 points on promotion exams.

Maintains ten points additional credit for service-disabled veterans (with disability certified by the U.S. Department of Veterans Affairs) on original appointment exams and five points on promotion exams.

Limits veterans from receiving additional credit more than once, except disabled veterans who become disabled after a prior appointment may receive ten points minus any points previously awarded.

Requires the amendment be referred to the first regular legislative session after the next general assembly election and published for three months before that election, per constitutional procedures.
