Amends Civil Service Law Section 209-a to define "irreparable injury, loss or damage" in improper practice charge proceedings to include loss of employment, actions adversely affecting health or welfare, and permanent loss of employee rights or privileges under collective bargaining agreements.

Modifies Civil Practice Law and Rules Section 6301 to incorporate the same definition of "irreparable injury, loss or damage" for preliminary injunctions and temporary restraining orders.

Updates Civil Practice Law and Rules Section 6313 to reference the definition in Section 6301, ensuring consistency in how irreparable injury is defined across injunctive relief provisions.

Takes effect immediately upon enactment.
