Expands reimbursement from health insurance fund to cover "premium charge and any other additional charges" for supplementary medical insurance benefits, not just premiums alone.

Applies to active or retired employees and their dependents who are excluded from health benefit plan coverage but are eligible for federal Medicare supplementary medical insurance.

Defines "health benefit plan of supplementary medical insurance benefits" to include prescription drugs and medications, group hospitalization, surgical and medical insurance under Civil Service Law Section 161.

Requires state employer, employee, and dependent contributions to health insurance fund to be adjusted to cover the cost of expanded reimbursements, with state entities obligated to pay their proportional share.

Takes effect immediately upon enactment.
