Requires public employers to notify eligible organizations within 30 days when a state employee is hired, rehired, promoted, or transferred, providing the employee's name, address, job title, agency, department, and work location.

Eligible organizations must have been incorporated before 1980 and exclusively advocate for public employees covered under Civil Service Law section 214, excluding collective negotiation functions.

Requires public employers to allow representatives of eligible organizations to meet with new employees for a reasonable time during work hours within 30 days of notification, without using employee leave credits.

Mandates that employers provide eligible organizations with at least 10 days' notice and mandatory access to new employee orientations if such orientations are conducted, with meeting arrangements scheduled in consultation with employer representatives.

Takes effect immediately upon enactment.
