Adds "community broadband district" as a new type of improvement district that town boards may establish or extend under Town Law Section 190.

Community broadband districts follow the same petition and public notice procedures as other improvement districts, including publication in official papers and posting on town signboards at least 10-20 days before hearings.

Town boards may adopt plans and specifications, enter contracts, and take other actions to expand and deliver broadband services within established community broadband districts.

District improvements and services are funded wholly at the expense of the district, consistent with other improvement district types.

Act takes effect immediately upon enactment.
